In February 2020, N. T. Rama Rao Jr. and Trivikram Srinivas were reported to collaborate on a second film, following “Aravinda Sametha Veera Raghava” (2018). The project was tentatively titled as NTR30, with producers S. Radha Krishna and Nandamuri Kalyan Ram under the banners Haarika & Hassine Creations and N. T. R. Arts. In July of the same year, Koratala Siva announced another project with Allu Arjun in the lead, titled AA21. It was set to be produced by former distributor Sudhakar Mikkilineni’s newly launched production studio Yuvasudha Arts. However, none of these projects materialized.

In April 2021, reports surfaced that Rama Rao and Siva would collaborate on NTR30, with Yuvasudha Arts producing the film in collaboration with N. T. R. Arts. This marked their second collaboration, having previously worked on “Janatha Garage” (2016). After an official announcement on Ugadi (13 April 2021), the project was tentatively scheduled for a theatrical release on 29 April 2022. However, Siva’s commitments to “Acharya” and Rama Rao’s involvement in “RRR” had led to a delay in the start of production.

In mid-2021, Siva penned the script as the production of “Acharya” faced delays due to the COVID-19 pandemic, resuming in September. Describing it as a “large-scale project with more commercial Describing it as having more “commercial appeal” than his debut film “Mirchi” (2013), Siva, following the box-office disappointment of “Acharya,” chose to refine the script and implement necessary changes before solidifying it as a draft.
This adjustment led to a delay in the commencement of filming throughout late 2022.

By November, Siva initiated pre-production work on the film, with production set to begin in early 2023. On New Year’s Day (1 January 2023), a theatrical release date of 5 April 2024 was announced.

During the pre-release event of Kalyan Ram’s “Amigos” in February 2023, Rama Rao, who served as the chief guest, mentioned that the film would be launched in late February, with filming starting in mid-March. Initially planned for production to commence on 24 February 2023, the start was delayed due to the passing of Taraka Ratna and Rama Rao’s involvement in the Academy Awards campaign for “RRR.” The film was officially launched on 23 March 2023 with a puja ceremony in Hyderabad, attended by the cast and crew, and S. S. Rajamouli overseeing the muhurat shot. The film’s title, “Devara,” was officially announced on 19 May 2023.

On 4 October 2023, Siva announced that the film would be split into two parts as it introduces “a new world to the audience” with strong characters and emotions. He found it challenging to establish a larger-than-life story in a single film, hence the decision to split it into two parts.
